Ithaca Apartments

ZFSA was involved in an HFA-funded project encompassing three separate housing sites, all owned and managed by the Ithaca Housing Authority. The project included a combination of renovations and new construction, incorporating sustainable building practices and accessibility improvements across all sites.

Overlook Apartments

At Overlook Apartments, which comprises 10 units (4 garden-style apartments and 6 townhouses), the existing structures were gutted down to the studs and rebuilt to exceed current energy standards. Heating and cooling are provided by cold climate air source heat pumps, and air source domestic water heaters supply hot water. The renovation included the addition of one fully accessible unit to accommodate tenants with specific needs.

Southview Apartments

The Southview Apartments site, which includes 26 townhouse units, underwent similar renovations, with buildings stripped to the studs and rebuilt with a focus on energy efficiency. These units also feature cold climate air source heat pumps for heating and cooling, along with air source domestic water heaters. The renovations created two accessible units for tenants requiring accommodations.

Northside Apartments

Originally composed of 70 townhouses, Northside Apartments saw the complete demolition of its 14 residential buildings and community building. In their place, 82 new energy-efficient, all-electric townhouse units were constructed within 17 residential buildings and a new community building. Each townhouse includes in-unit washer and dryer hookups, and the community building provides a shared laundry facility. The new construction includes five fully accessible units and two units designed for audio or visually impaired tenants. Like the other sites, Northside Apartments utilizes cold climate air source heat pumps and air source water heaters to achieve energy efficiency.

Project Management and Timeline

ZFSA, in collaboration with Celia Construction, led the architectural design, with Zausmer-Frisch, Scruton & Aggarwal (ZFSA) managing construction administration, including submittal reviews and job reporting. The project commenced in June 2022. Overlook and Southview Apartments have been completed, with the final phase at Northside Apartments projected to conclude by the end of December 2024.

This comprehensive project not only modernized existing housing but also prioritized sustainable and accessible living environments for Ithaca Housing Authority residents.
