23 North – Adaptive Reuse of the Historic Burrous Building

ZFSA played a key role in the $10.3 million adaptive reuse of the historic Burrous Building, now known as 23 North, in the Village of Wellsville. This transformative project preserved the building’s original façade while introducing a completely new structural system to ensure long-term stability and functionality.
Midway through construction, the existing roof structure and interior walls began to collapse, requiring swift action. Working closely with engineers, our team designed an entirely new structural framework—including flooring, roofing, and wall partitions—while carefully salvaging and integrating the historic front façade.

Now a vibrant mixed-use development, 23 North provides 16 affordable homes for adults 55 and older and 5,800 square feet of ground-floor commercial space. The project is a priority initiative of the Western New York Regional Economic Development Council, supporting both community revitalization and economic growth.

Among its commercial tenants, the building now houses the Village of Wellsville’s municipal offices, providing a modern and ADA-compliant space for local government operations. As Mayor Randy Shaylor noted, relocating Village offices into the newly developed space not only ensures accessibility but also eliminates the costly renovations required to bring the previous municipal building up to code.

This project reflects ZFSA’s commitment to preserving historic architecture while creating sustainable, functional spaces that serve the needs of the community.
